Demilitarization and Special Projects Team The DRDC Chemical, Biological and Radiological Detection Demilitarization Team (CBR Team) provides the Department of National Defence DND) with a unique capability to safely recover, conduct total risk assessments and dispose of chemical-agent filled weapons systems, anomalous items and CBR-related agent waste.
The CBR Team is recognized as a world-class entity through management and hands-on involvement of domestic and international projects relating to chemical-weapons recovery, remediation and agent neutralization operations.
The DRDC team maintains expertise in:
  • Destruction of chemical warfare agents (CWA)
  • Neutralization of chemical/conventional weapons
  • The design and construction of unique multi-stage, blast-resistant hazardous materiel containment systems
  • Technical evaluation, planning and execution of diverse site remediation operations
  • CBR agent sampling and identification methodology and equipment
  • Physical protection systems

Capability
The DRDC Suffield/Ottawa CBR Team is involved with private industry and other government organizations in the development of highly specialized methods to mitigate unique hazardous operations. DRDC Suffield develops multi-stage fully integrated materiel management systems that are custom designed to meet the needs of the client.
The CBR Team possesses unique explosive application capabilities which can be brought to bear on the most demanding situations; including exploitation of pressurized cylinders and munitions possibly charged with hazardous industrial chemicals or CWA. The Team employs a large variety of explosive devices of varying geometry and charge weights. These range from 2 mg high precision charges for use in multi-stage containment systems, to large scale (over 500kg) charges employed in the mass destruction of recovered materiels.

Projects
The CBR Team has completed several priority chemical agent recovery and destruction projects in support of DND and other departments. The projects were conducted in urban environments requiring public consultation, the use of explosives, containment/mitigation systems and cooperation with national and international regulatory bodies, such as, the Organization for Prohibition of Chemical Weapons (OPCW);
Past and Ongoing Projects
  • Project STAPLER: investigation of abandoned site suspected of harboring CW agent waste (1998-1999)
  • Project Swiftsure: recovery and disposal of 700 tons CW agent and related waste (1989-1991)
  • CFB Borden: recovery of live weapons and neutralization of CW agent (1991-1992)
  • Project ERASER: explosive remediation of a concrete structure containing CW agent filled mines, projectiles with nerve agent fillers and bulk CW agents (1995-1997)
  • Project ORACLE (Ottawa Recovery and Clean-up of Laboratory Effluent: weapons recovery and agent neutralization (1997-2000)

Business Development
The DRDC Suffield/DREO special project team enters into contractural agreements with private industry and other government agencies for the purpose of generating revenue to support internal operations. These collaborative efforts have initiated the development of highly specialized equipment, new technology application and production of detailed procedures.
Counter Terrorism Training and Field Operations
The CBR Team is responsible for providing training to National Emergency Response Teams charged with maintaining a counter-terrorist capability; the DRDC Suffield team provides advice regarding field procedures and mitigation methodology relating to explosive and chemical systems
